Flagging and associating/grouping applicant user accounts #4459

Description

Is your feature request related to a problem? Please describe.

We receive approx 150 submissions a month on our instance of hypha that we use for rapid response grants and have processed around 4000 submissions since we started using hypha in 2021.
We sometimes detect some attempts at fraud or applicants that have had their submissions dismissed previously re-applying with a different account. At the moment our workflow is a series of manual checks to try and identify these cases

Is your feature request related to an existing functionality? Please describe.

This does not exist in the apply management at all. Wagtail has the standard users/roles management.

Describe the solution you'd like

We are looking for a way to flag or screen applicants the same way we flag submissions or use screening statuses. Ideally we'd like to have an applicant user detail view that one gets to by clicking the applicant's name wherever it appears in submission details or listings. This page would:

  • display a list of submissions by the applicant and their statuses (ideally the same as the submissions lists).
  • display and allow setting of screening status(es) for the applicant.
  • display and allow associated/linked user accounts (suspected/confirmed to be the same entity)

On the submissions lists also would be great if we could see the applicant screening status against a submission and to be able to filter by user screening statuses

Describe alternatives you've considered

We maintain a separate spreadsheet of the known cases to use as a reference.
