Improve drafting UI/UX for submitted applications #4770

Description

@yshng

Is your feature request related to a problem? Please describe.

There is a "save draft" button when editing already submitted applications, but after you use it, there is no way to know if drafted changes exist.

Is your feature request related to an existing functionality? Please describe.

  1. Log in as staff
  2. Go to a submitted but not yet accepted application
  3. Click on Edit and make a change
  4. Scroll down to "Save draft" and click it
  5. Go back to the application view
  6. See that no changes have been made, but there is no way to know about drafted changes (as far as I can tell)
  7. Click edit again, see that your drafted changes have been stored

Describe the solution you'd like

Add a UI indicator that a draft exists.

Describe alternatives you've considered

Remove the "Save draft" button in the edit page for submitted applications

The removal seems like the easiest solution and would make this more of a bug report, but I have submitted this as a feature request since it may negatively affect UX if users cannot save changes. Either solution is probably fine.
