Improve drafting UI/UX for submitted applications

There is a "save draft" button when editing already submitted applications, but after you use it, there is no way to know if drafted changes exist.

0. Log in as staff
1. Go to a submitted but not yet accepted application
2. Click on Edit and make a change
3. Scroll down to "Save draft" and click it
4. Go back to the application view
5. See that no changes have been made, but there is no way to know about drafted changes (as far as I can tell)
6. Click edit again, see that your drafted changes have been stored

Add a UI indicator that a draft exists.

Remove the "Save draft" button in the edit page for submitted applications

The removal seems like the easiest solution and would make this more of a bug report, but I have submitted this as a feature request since it may negatively affect UX if users cannot save changes. Either solution is probably fine.

Applicants get a task on their dashboard for every draft.

Staff does not but they should rarely edit a submission. Have to ask around if they ever have a reason to save a draft.

Does your staff people often edit submission and/or save draft?

I think staff editing received applications is uncommon --- perhaps the simplest option is the best: remove the save draft button when editing submitted applications.

Edit: I just checked the My Dashboard for an Applicant from whom more information is requested and did not see a task list after saving a draft of revision edits - though the icon in the dashboard for that application did change to Edit, where it was previously View. I only see a task list if Applicants create a draft of an unsubmitted application.
