Fixed

• CI: fewer, more reliable builds. Duplicate test runs from a release's paired main+tag push now auto-cancel (concurrency group), both workflows gained job timeouts so a stuck run can't hang for hours, and the ffmpeg download in both Dockerfiles retries and writes to a file before extracting — fixing the transient arm64 build failures under QEMU emulation.
