New in this release:

• optional dictionary return type, because sometimes this is nicer if you ultimately need to use the parameters in dictionary form
• Added environment variable handling of config section names (so you can change it once at the os level but each user can make their own os variable on the same machine)
• Add partial schema checking (if SCHEMA = False, schema will be checked only for variables in schema, and no error arises if parameters are missing from the schema
• Added single-level list parsing
• Fixed bad parsing of booleans

A whole new release just because I messed up the release numbering and can't delete the tag
