Remove or harden the test-only deploy ID inventory

Source finding from PR #1049 documentation refresh: the deploy-ID constant is compiled only for tests and its one-directional subset assertion permits stale extra entries. The documentation refresh adds an independent set-equality check, but the original constant remains misleading.

Acceptance: remove the redundant constant or make its test bidirectional, then add a regression case proving stale extra IDs fail.
