Register OpenJCEPlusFIPS alongside OpenJCEPlus as a java.security.Provider service in the module descriptor, enabling ServiceLoader-based discovery of the FIPS provider without requiring explicit instantiation. Signed-off-by: Tao Liu <tao.liu@ibm.com>
