feat!: redesign Upref around explicit configuration storage

  • add a typed ConfigStore API with atomic YAML persistence
  • separate interactive prompting from configuration storage
  • preserve the legacy v1 API and provide migration support
  • modernize packaging, tests, CI, documentation, and Windows shortcuts

BREAKING CHANGE: Upref now requires Python 3.10+ and introduces a new explicit load, collect, and save workflow.
