ionos-dev-v32 is upstream v32.0.14 plus one IONOS commit: lib/Settings/Admin.php implements
IDelegatedSettings instead of ISettings, so the Activity admin section can be delegated. Upstream
v32.0.14 still declares implements ISettings, so the patch was reapplied rather than dropped.
The previous line declared min-version="31" max-version="31" and would not enable on NC32.
