NC32 line for IONOS Nextcloud Workspace.

ionos-dev-v32 is upstream v32.0.14 plus one IONOS commit: lib/Settings/IPWhitelist.php
implements IDelegatedSettings instead of ISettings, so the brute-force IP allowlist admin section
can be delegated. Upstream v32.0.14 still declares implements ISettings, so the patch was reapplied
rather than dropped. The cherry-pick conflicted on the #[\Override] attributes NC32 added to this
class; resolved by keeping them and applying them to the two new methods too.

The previous line declared min-version="31" max-version="31" and would not enable on NC32.
