Disable generate_hw because currently the CACHE is not generated from python.
- Test of cache module passes successfully. - Remove deprecated iob_utils module references. - Fix Makefile according to new py2hw and iob-soc file structure.

CACHE test passes successfully using new py2hw setup process.
To try it out, run this command from the iob-soc repository:
make -C submodules/CACHE sim-runMajor changes:
iob_utils.vhreferences.
