Get Guestbook list API: add param to return inherited guestbooks

Within a collection, datasets can use guestbooks defined in the collection and also defined in parent collections. The new parameter will allow us to get the guestbook from the given collection and all parent collections.

@scolapasta @pdurbin The api currently requires "EditDataverse" permission on the Dataverse. Should it need the same permission on each parent?

I don't think so? especially since it could inherit a guestbook from the root and most won't have edit permission there.

I guess I'm not sure if edit permission on the current Dataverse is technically needed (read only), my guess is it's that way since the only page to display is a page that needed edit dataverse permission.

I can remove the "EditDataverse" check for the API if you don't think it's needed.

@stevenwinship I agree, the EditDataverse permission isn't needed, since it's read only.
