Tabular Mapping: Update Dataverse API

For the "dataset_citation", use the HTML version instead of plain text. This will make the DOI linkable.

Identified during UX/UI review.

@raprasad showed this to me and it looks good. the dataset citation shows in GeoConnect but via the API is pulled from Dataverse.
