Feature Request/Idea: Offer embargo directly after upload / Include the embargo option in the "Edit" menu in the upload screen

Add the embargo option in the Edit menu in the upload screen to improve embargo adoption and ease the use of this new feature.

What inspired the request?
One user felt that embargo was hard to find and counterintuitive. In support of this, I just realized that, while the "restrict/unrestrict" options are available in the "Edit" menu as soon as the files have finished uploading, the embargo is not available before the user has clicked on the "Save changes" button, then come back on the dataset landing page.

What existing behavior do you want changed?
It would be better if the embargo was also included in this menu :

so that it resembles the menu in the dataset landing page for an accredited user :

Hi @tjouneau. Thanks for opening this issue. There are several inconsistencies in the UI regarding what can be added/edited or configured for a dataset and where access to those features appear. @jggautier and I have been documenting the current state and considering an alternative deposit flow. This work is in Edit Files - determine which actions should be on which edit/kebab dropdown #7376

It is possible that Embargo could be added before saving a draft in the short term, and the changes described in #7376 made after that, as part of a larger effort to improve the UI for adding/editng metadata.
