Create an rpm distribution package for rApache

To make the installation process simpler, for ourselves and the Library folks.

Yeah, the rpm from the core group seems legit; which means we don't really need to maintain our own.

I'm passing the ticket to QA - since the R/rApache functionality is now being tested on the new cluster, with this rpm installed.

Tested on distributed environment: communication from 2 ravens to rApache works with RPM, can run models.
