Fixed

• A transfer's fee (ATM or cash-out charge) no longer counts as spending. It still comes off the account that paid
  it, and History shows it with its transfer ("Bank → Savings"), but it is left out of the ring, the day's
  total, the spending summary, the balance check and the widget, like the transfer itself. Before, it was saved in the
  built-in "Fees" category and showed up under whatever that category had been renamed to, such as "Food".
• Entries keep their time of day again. 1.3.1 dropped it every time the app started, so entries made on the same day
  could show in the wrong order. Entries that lost their time are put back in the order they were written, newest
  first; balances never depended on it.

Download Tally-v1.3.2.apk below on an Android 7.0+ phone and open it (allow installing from your browser or files app).
Coming from a test build? Back up first (Settings → Backup), uninstall it, install this, then restore.
