refactor: Extract mod enabling and notification logic into helper functions and update manifest version. Deduplicated Message Handlers in popup.
Also fixed uninstall/reinstall toggle not clearing the "Missed notification" message and button.
And when uninstall is off, and open mods tab is off, clicking notification manually opens the mods tab.
