Gridline editing - different behavior between IFC4 and 4x3

### Bug Description

when I work with an IFC4 model I can move gridline without problem, provided padlock is 'open'
if I use IFC4x3 gridlines, once saved and reloaded, they can only be G+X or Y by entering in Edit Mode (Tab)
