Not a kernel release. This holds the neural voice so CI can build install media without it living in the repository.

Contents go to \GLADOS\ on the ISO: voice.bin, Kokoro-82M converted by tools/kokoro.py with misaki's lexicon (both Apache-2.0), and LICENSE-VOICE.TXT.

Digests are recorded in payload/voice.txt and release.yml verifies against them before building.
