Agent Continuity Stack 3.0.0-rc.4

This is the first public release candidate of Agent Continuity Stack, a
provider-neutral operating contract, skills pack, project-memory standard, and
lifecycle protocol for AI coding agents.

This prerelease is suitable for review and controlled testing. It is not a
claim of complete runtime verification across every advertised client.

  • Windows reparse-point and metadata behavior
  • Complete four-client public installation exercise
  • Final review of always-on contract cost and instruction-priority wording

These items are not represented as complete by this prerelease.
