Pin the binaries to dicom3tools.20260901072548.post4

Same upstream snapshot as post3 -- dicom3tools_version stays 20260901 --
rebuilt so the archives carry COPYRIGHT and VERSION.txt, which
ImagingDataCommons/dicom3tools#21 added to the packaging step of all
three build workflows. Each archive is now 139 entries rather than 137.

That clears test_upstream_license_is_shipped, the last failing test: the
wheel now installs the upstream license to dicom3tools/share/COPYRIGHT
alongside the VERSION.txt naming the snapshot, so a wheel states its own
provenance and PyPI gets the license it requires. 62 passed, 0 failed.

Packages the dicom3tools snapshot 20260901072548, taken from the
binary archives in
dicom3tools.20260901072548.post4.

Five platform wheels: manylinux_2_17_x86_64, manylinux_2_28_aarch64,
macosx_10_9_x86_64, macosx_11_0_arm64, win_amd64.

Verify with:

pip install --pre -i https://test.pypi.org/simple/ dicom3tools
dciodvfy some.dcm
