Build Windows packages under a pty so the dconvert headers generate

Same exposure as the Linux build: the awk scripts that generate the
dconvert headers write their diagnostics to /dev/tty, which is fatal to
gawk when there is no controlling terminal, so himrtodc, himrdump,
ge9800todc and ge9800dump silently drop out of the package. Cygwin
provides script(1) in util-linux, which is added to the package set.

Confirmed on the Linux runner: with the build under script(1), the
package regains ge9800dump, ge9800todc, himrdump, himrtodc and himrunid,
and loses nothing.
