v1.10.0rc1 (TestPyPI rehearsal)

Release candidate for the first published release of plastimatch on PyPI.

This is a rehearsal. It publishes to TestPyPI only; v1.10.0 will publish to PyPI. Install
it with:

pip install -i https://test.pypi.org/simple/ plastimatch
plastimatch --version
