Adds the ability with the LOCAL_ARCHIVE_PATH to save the built archive (without encryption, prior to encryption and upload to aws) to a local path. Be sure to mount the volume path you want the archive written to.
Note this does not inhibit or break the default functionality. Leaving out this new variable sees the container work the exact same way it already does.
Also updated the Dockerfile with a newer OS and python-less awscli.
