Migrate ExternalData tag files to CIDv1-raw form. The CID blobs are added to ITKTestingData gh-pages in InsightSoftwareConsortium/ITKTestingData#44.

Add 4 new CID blob(s) (0.63 MiB) for TwoProjectionRegistration test data. Companion to forthcoming InsightSoftwareConsortium/ITKTwoProjectionRegistration PR migrating .md5/.sha512 tags to .cid.
