v0.1.0 — first public release

First public release: the sanitized, machine-portable revision of pulse-path.

• skills/pulse-path/ — methodology layer: the five laws (delete = relink, modify = check both directions, add = declare the destination, always verify after reorganizing, uniform treatment) plus scan_links.py for link-integrity checks
• skills/memory-pointer-system/ — implementation layer: mem_guard.py (declarative rule table, --check dry run), auditor, consolidator, curator, L2 coverage check, and a self-contained test suite (26/26)
• skills/memory-governance/ — layering, demotion and the write pipeline
• Every engine is portable: hard-coded absolute paths replaced by environment variables with personal-data-free defaults
• Fixed in this release: a relative HERMES_HOME is now normalised to an absolute path and written back to the environment, so ${HERMES_HOME}/... entries in the rule table no longer get joined a second time (this made the watermark check fail on a path that could never exist)
