Investigate why build failure is occurring only on mac

With dotnet 6 which is only installed on the mac runner. It is not a problem specific with 6.0.302. The binary logs seem to indicate an issue with the targetframeworks in the directory.build.props file overwriting the targetframework property in the csproj file in the project that is failing that is generated from the ps1 file for 10.23.

One solution is to generate an empty Directory.Build.props file in the ps1 script but also it might be recommended to declare it in each csproj file instead of the Directory.Build.props file

Short term patch is to generate a directory.build.props file in the same directory as the powershell script is generating the cs project, and long term is to discuss #317
