Bibliography: Improper handling of accented characters in proper names, etc.

Describe the bug
Improper handling of accented utf8 characters in proper names, e.g., in Author names.

To Reproduce
Steps to reproduce the behavior:

1. View the bibliography on the website.
2. Locate the bibliography entry with title: "On compiling embedded languages in LISP"
3. Notice the incorrect Author name: "Emanuelson, Pär"
4. Click on the title to open the page for that bibliography entry.
5. Notice that the Author name is incorrect there as well.

Expected behavior
The name of one of the Authors should be: "Emanuelson, Pär".

Additional
The "To Reproduce" assumes that Interlisp.github.io PR 295 has been approved/merged
The problem may occur in other displayed values, e.g., Title, Abstract.
