Bibliography: Content that looks like HTML markup is corrupted #2340

Description

@MattHeffron

Describe the bug
Content that looks like HTML markup (but isn't) is corrupted in some contexts.

To Reproduce
Steps to reproduce the behavior:

  1. View the bibliography on the website
  2. Locate the bibliography entry with title starting with: "Special Files on"
  3. Notice that the full title reads: "Special Files on <Test>ARs>"
  4. In the Abstract, the same directory path is corrupted as: "...special files in the ARs> directory..."

However:
5. Locate the bibliography entry with title: "Debugger, Error System, and Unwinder test report"
6. In the Abstract here the similar directory/file path: "<Lyric>Basics>Full.Sysout" is displayed correctly on the list of entries page, but it is corrupted on the corresponding single entry page: "Basics>Full.Sysout"

Expected behavior
Content that looks like HTML markup (but isn't) is displayed correctly, in all contexts.

Additional
The "To Reproduce" assumes that Interlisp.github.io PR 295 has been approved/merged.
