The packager now saves raw_events array in the metrics package.
This survives workflow.jsonl pruning — send-feedback reads events
from the package, not the (already pruned) workflow.jsonl.

Previously: packager runs → prunes workflow.jsonl → events gone →
send-feedback has nothing to attach.

Now: packager saves events in package → prunes → send-feedback
reads events from package → full event stream in the issue.
