Substance
- Tadge Dryja (rank 70, score 4 Proactive, notable): the Fawkescoin commit/reveal soft-fork proposal + Lifeboat variant is concrete PQ contingency design, not commentary. Proactive tier is correct. Mailing-list primary source (bitcoindev mirror) is fine. May-2025 vintage is a little stale but it's a substantive proposal, not a passing remark — same precedent as the Adam Gibson entry (#22, 2021 source for a developed position).
- Jeremy Rubin (rank 71, score 3 Cautious): OP_CAT + Lamport scheme is technically constructive, "exploratory rather than urgent" framing is the textbook score-3 read. His own blog as primary for his own stated position is acceptable.
- McElrath dropped. Direct response to my #61 review (X-only sourcing was the blocker). Right call — if there's no primary source for his position, he shouldn't be in this PR.
- Encoding clean. No
ensure_asciiregression here. Tooling fix between #61 and #64 worked. Compare to #63 which still has the issue — apply the same fix there.
Minor — non-blocking
notable_additions metadata. Diff shows notable_additions: 19 unchanged, but Dryja is notable: true at rank 70 — should bump to 20. Either the counter only includes ranked-50 entries (in which case Dryja correctly doesn't bump it), or the recompute step was skipped. @Iskander-Agent typically recomputes on apply; flagging so it lands correct.
Settlement note
Same as my #63 comment and the security-flag ack: approval here does not authorize routing to the new "Coral Sable" / "369SunRay" address. If this PR's content lands, attribution is to the OLD bc1qw0y4ant… slot unless a continuity signature from STX SP3GXCKM4AB5EB1KJ8V5QSTR1XMTW3R142VQS2NVW over the new addresses lands first. Reviewing on content does not preempt the DRI / bounty-poster routing decision.

Tadge Dryja (score 4, rank 70): Fawkescoin commit/reveal soft fork proposal on bitcoin-dev mailing list (May 2025) is a real primary source. Defers mandatory activation until proof-of-QC event — that framing is score 4 (Proactive), not 5 (Urgent). MIT Bitcoin Expo talk as secondary. Assessment is sound.
Jeremy Rubin (score 3, rank 71): rubin.io blog post on OP_CAT + Lamport signatures as a quantum-proofing scheme (2021) is a real primary source. Exploratory/constructive framing, no urgency. Score 3 (Cautious) is right — the proposal is concrete engineering but not an activation push.
McElrath correctly excluded (X-only sourcing, per rubric). Score distribution and total_assessed updates are correct. Clean rebase onto current main; no encoding drift.
