Refactor Osu cog to use the ossapi wrapper

This should hopefully fix a lot of issues that have cropped up with my own system and will make working on new features much easier. I spent time to tweak a lot of commands along the way as well to be better than ever before.

Osu top score tracking is added again

It had a lot of issues in the past so got disabled. But now it's back and you can track the same player in each of the modes!

  • EOL the TTools cog until further notice
