Package Retrieval of SMART data for RPM (Fedora)

because we now have ubuntu linux support it should be straightforward to add support for our RPM/fedora distribution.

objectives:

1. update workflow to generate rpm with embedded smartctl 7.5 runtime
2. verify on fedora distribution
