PadChat 0.2.2 Preview 8 - voice recovery and audit fixes

Voice users: update both parts together. Close WoW, download
PadChat-Setup.exe,
run it and select your Forever folder containing WowB.exe. Keep voice typing
enabled. Existing microphone, shortcut and WoW saved settings are preserved.
CurseForge's ZIP updates the addon only.

This update addresses all eleven reproduced issues from the audit:

• Cancelled voice handoffs no longer block later messages; abandoned tokens are
  revoked and uncertain sends are never retried automatically.
• Input recovery detects a lost PTT hook. Voice settings and the Windows tray
  include a Restart voice control, with unfinished dictation discarded.
• Dictation status follows the game window's monitor without taking focus.
• Microphone discovery has a deadline, stops its old owned process on refresh
  or restart, and rejects replies belonging to superseded settings.
• Voice Off stays Off after late replies; configuration and Exit remain usable.
• Failed settings changes restore prior files and startup preferences.
• Opening/PTT conflicts are rejected in both directions; damaged saved values
  recover without discarding valid settings.
• The installer preserves pre-existing recovery folders and blocks overlapping
  install/uninstall operations.
• Empty text clipboard cleanup works, and newer user clipboard changes are kept.

Keyboard/mouse voice typing and controller voice typing remain supported. The
speech engine and model are the same free offline version; no account, API key,
paid service or larger model is required.

Checked Forever 1.60.1.70374, interface 16001. Automated Lua, compiled transport,
native lifecycle, lost-hook and exact embedded-installer tests pass. See
VALIDATION.md and the source test report for test boundaries. This is an unsigned
preview: mixed-DPI/exclusive-fullscreen overlay behaviour, physical controller
recovery/combat, and a second clean PC still need live acceptance. The original
personal PTT interruption cause and the reporter's Sonar setup are not confirmed
resolved on their machines. No running game was restarted for this release.
