Context

We record every decision and outcome (review_audit, pr_outcome, reversals) and already have Discord notify (src/selfhost/discord-notify.ts) and ops alerts (src/review/alerts.ts). No periodic recap exists.

Goal

A scheduled maintainer recap (Discord/Slack) summarizing review activity.

Requirements

• Config-driven cadence + channel; content from the ledger: PRs reviewed/merged/closed, gate accuracy + reversal rate, queue health, top-N contributor summary (no scoring/reward internals; public-safe redaction via src/signals/redaction.ts).
• Reuse the ops/alerts scheduling + discord-notify; self-host only; default off.

Deliverables

• Recap builder + scheduler wiring + delivery + tests + docs.

Expected outcome

• Maintainers get a periodic pulse without opening a dashboard; higher engagement.
