Patch release for the CRAN submission. Package code and results are unchanged from 0.3.0.

  • README links to the license and the roadmap now use full URLs. The relative links pointed at files that are not part of the built package, which CRAN's incoming checks report as invalid file URIs.

Everything new in v0.3 is described in the 0.3.0 release notes: selectable score intervals for I-CVI and Psa, panel-level agreement for expert panels, and evidence-based factor retention.
