first code release, paired with overview paper

This is the first official release of the JWST cookbooks provided by the TEMPLATES team for use by the community in reducing various JWST data. We've created this release to set up official version tracking for any future updates we make, but also to generate a DOI for citation purposes.

The cookbooks in this repository can reduce the following JWST instrument+observing modes:

NIRSpec integral field spectroscopy
MIRI medium resolution spectroscopy
MIRI imaging
The details of how we reduce these data using the reduction cookbooks in this repository are described the TEMPLATES ERS overview paper (Rigby et al. 2023, arXiv:2312.10465).
