Functionality to sync discord-side forum channel to a github issue. The following features have been added to this version

• Creating threads in the designated forum channel creates a github issue with the appropriate title, content and tags.
• Sending messages in threads linked to a github issue will send an appropriate comment to the issue
• Updating tags on discord will update the tags on the github issue
• Temporary commands
  • !get-issues debugging command to check the issues in the linked repo
  • !sync-tags ease-of-use to sync forum tags to issue labels set up on the repo as the github -> discord bridge has yet to be implemented.
