Misc.:

• Better underlying code for for getting simplified aliquots, with AliquotNode.
• Can now simplify aliquots across quarter boundaries ('N2NE and 'N2NW' can be merged to 'N2N2')
• Add no_pm config parameter to improve performance on parsing descriptions with more than 5 or 6 Twp/Rge's.
