fix(generate): execute Materialization.Arguments and embed base catalog

- materializer appends resolved plan arguments to the generator argv,
  validated as one effective command; prevalidate covers Run+args
- base catalog embedded in the binary; --catalog-dir stays optional overlay
- regression coverage for the argv contract and the embedded fallback
