feat(install): remote installer, self-update and uninstaller for eng

Remote install/update via the GitHub release line with sha256
verification against checksums.txt: scripts/install.sh|ps1 and
scripts/uninstall.sh|ps1 (bundled as release assets), plus
eng self-update [--check|--yes] with atomic binary replace.

Pure selection/verification logic in internal/selfupdate; effects
in internal/materializer; thin CLI in internal/cli.
