Initial release of the TanStack Workbench boilerplate.

Added:

  • Registry-driven workbench core (commands/tools/widgets/status), no global state manager, no backend
  • Fullscreen shell: data-driven Ribbon, ToolRail, generic Viewport, Inspector, CommandBar, StatusBar
  • UI primitives, --wb-* design tokens with default ocstudio dark theme
  • technical-ribbon preset reproducing the golden reference
  • Declarative preset architecture (LayoutPreset slots + FeatureId with/without + validation) driven by src/app/workbench.config.ts
  • Four additional presets (ide, studio, operator, minimal) with preview routes
  • docs/presets.md, full README, 53 tests green
