Spec v0.82: the ask that nobody could see. `answer` becomes the seventh
capability token, granted and masked like the others and listed on the
MCP menu only for a key that holds it; a one-time repair gives it to every
grant and pair mask that carried `read`, so nobody's behaviour changes
without a decision. The walk (`hops`) reaches the MCP tool with one
progress report per hop; `detail` shapes the response to what the caller
can carry; a model's inline thinking is stripped from the reply and said;
the SDK's argument refusal wears the C.12 envelope; a `media:` reference is
named as a `view` call; and `hybrid` rides every surface and the reply
says whether the layer took part.

extensions/whisper moves to ">=0.82,<0.83" with the bump, as the
versioning policy says the extension this project ships must.

tests/test_v081_authoring.py read the host version from a literal, which
the bump exposed the moment the pin moved — the class of defect 0.81.0
fixed in the whisper suite. It reads monkeyllm.__version__ now, so a
failure at the next minor is the pin working.
