Human locks now stay in force when later research tries to rewrite the discussion.

After a decision or goal quote is captured, Focus keeps that wording until /discussion accept.
Research-shaped nextStep or favored options that collide with an active rejection (for example “遮挡不是主题” / occlusion-is-not-the-topic) are rejected instead of applied.
Title and root-focus rewrites stay pending; new papers remain candidates.

GitHub Release, tag, and npm package are all 1.1.1.
