Functional increment: Root HOW Control Architecture Visual.
This regular product increment adds the Control Architecture layer as the single
root README HOW visual. It keeps the Product/Canon and Use Case layers out of
the root README, binds the copied PNG bytes to the public manifest and checksum
tree, and preserves the existing authority boundaries:
- Agent proposes.
- Gateway governs context, rights, policy and approval.
- Provider readback and receipt close the loop.
- Evidence revision grants no runtime authority by itself.
