LLVM 22.1.8-1 (setup's compiler)

The compiler that setup downloads to build the game: clang and lld-link from LLVM 22.1.8 for Windows x64, with clang's headers and the licences. The LLVM archive workflow makes it from LLVM's own release archive, after checking its size, SHA-256, build attestation and signature (docs/86). Not a game release.
