ci: publish darwin and arm64 release assets (#1)

Only linux-amd64 was published, so macOS hosts could never install this
CLI from a release — community-os resolves skill binaries by the asset
name {goos}-{goarch}. Build all four targets in the one job (pure Go,
CGO_ENABLED=0, so no extra toolchain) and attach them to the same
release. The existing wom-linux-amd64 asset name is unchanged.
