Added an MCP server that exposes these operations as tools AI assistants can call through a single endpoint.

Included example pipelines and end-to-end tests demonstrating how to queue builds, manage work items, and handle artifacts.

Initial integration with Semantic Kernel to show how agents can discover and invoke server tools.
