GraphPlot downgrades Graph from 1.12.0 to 1.9.0

When installing GraphPlot, package Graphs is downgraded from the last version 1.12.0 to 1.9.0. Either something in GraphPlot is incompatible with the last versions of Graphs, or there is a problem with its configuration. I'm using Julia 1.11.3 in Windows.

Its related to an outdated version of ArnoldiMethods.jl - see #203 and #206. I am on it but I need to fix some issues with the test first.
