Track primary and active worktree context

Summary

• split worktree context inference into matching, extraction, scoring, and tracker modules
• track active vs primary worktree activity so verification commands in main do not erase the feature worktree badge
• add work-context debug bundle output and tooltip details for active/touched worktrees
• cover the feature-worktree-then-main-verification case in the work-context test script
