[Feature] Add shared ASR provider layer

Summary

• Add shared ASR provider contracts and capability registry for native, iFLYTEK, Azure, Tencent Cloud, and Volcengine.
• Add API client ASR discovery/bootstrap methods plus web API route skeletons that expose provider metadata without secrets.
• Document the executable rollout path for provider bootstrap, client adapters, metrics, and testing.
